Food Factory Licence

Food Factory Licence

A Food Factory Licence is required in Hong Kong if you intend to prepare and/or manufacture food for sale for human consumption off the premises. This includes a wide range of food products, from packaged foods to fresh produce, bakery products, and more.

Here's a guide to applying for a Food Factory Licence in Hong Kong:

Who Needs a Food Factory Licence?

You need a Food Factory Licence if your business involves:

  • Preparing or manufacturing food for sale off the premises

  • Further processing food for sale off the premises

  • Packing food for sale off the premises

  • Storing food for sale off the premises

  • Distributing food for sale off the premises

How to Apply for a Food Factory Licence

  1. Submit an application form (FEHB 94) to the Food and Environmental Hygiene Department (FEHD). The form can be downloaded from the FEHD website.

  2. Include a declaration on premises in compliance with Government lease conditions (FEHB 192).

  3. Submit three copies of a proposed layout plan of the premises (drawn to scale and in metric units).

  4. Submit the required fee.

The application will be processed by the FEHD, and a licensing officer will inspect your premises to ensure they meet the hygiene standards set out in the Food Safety Ordinance.

Additional Information

  • You can find more information on the FEHD website, including a guide on applying for a Food Factory Licence

  • You may also need to apply for other licenses depending on the type of food you are producing. For example, a milk factory licence is required for any business in pasteurizing, manufacturing and packaging of reconstituted milk drinks; a frozen confection factory licence is required for the manufacture of ice cream, soft ice cream and popsicles, etc.

Here are some of the benefits of having a Food Factory Licence:

  • It allows you to legally operate your food business in Hong Kong.

  • It shows your customers that you meet the required hygiene standards.

  • It can help you to export your food products to other countries.
