Licensing and Regulations of Pleasure Vessels in Hong Kong

All pleasure vessels and their operators in Hong Kong must be licensed by the Marine Department. To obtain a licence, you must meet the following requirements:

  • Be the owner of the vessel or have the owner's authorization.

  • The vessel must be insured with third party risk insurance of not less than HK$5,000,000 for your vessel.

  • The person in charge of operating the vessel must also hold a valid Pleasure Vessel Operator Certificate of Competency.

You can apply for a licence online or at any District Marine Office.


Other Requirements

  • All pleasure vessels must have their Certificate of Ownership (COO) number painted or affixed to each side of the vessel, as close to amidships as possible.

  • All pleasure vessels must be equipped with the required safety equipment, such as life jackets, fire extinguishers, and flares.

Applying for the Operating Licence for Your Pleasure Vessel in Hong Kong

1. Downloading the application form


You can download the application form (Form MD 515) from the Marine Department's website.


2. Completing the application form


Complete the application form (Form MD 515) and follow the guidance notes.


Please complete the application form carefully and accurately. Be sure to include all of the required information, such as your vessel's details, your insurance policy number, and the Pleasure Vessel Operator Certificate of Competency number of the person in charge of your vessel.


3. Attaching the required documents


Please attach the following required supporting documents to your application form:


  • Proof of identity (e.g., Hong Kong Identity Card or passport)

  • A copy of your vessel's Certificate of Ownership (COO)

  • A copy of your vessel's third party risk insurance certificate

  • A copy of the Pleasure Vessel Operator Certificate of Competency of the person in charge of your vessel

4. Pay the prescribed fee


5. Submitting your application


You can submit your application form and required supporting documents to any District Marine Office.


6. Processing your application


Once the Marine Department has received your application, they will process it and check that all of the required information and documents have been provided.


7. Issuing your Operating Licence


Once your application has been processed and approved, the Marine Department will issue you with a Licence.


8. Displaying your Operating Licence


You must display the Operating Licence on your vessel at all times when it is in use.


9. Painting or affixing the allocated Certificate of Ownership number on each side of your vessel, as close to amidships as possible

Pleasure Vessel Operating Licence

  • Application fee: HK$355

  • Licence fee: HK$670 (per year)

Pleasure Vessel Operator Certificate of Competency

  • Examination fee: HK$315

  • Certificate fee: HK$175

Notes:

  • All fees are in Hong Kong dollars (HK$).

  • The Pleasure Vessel Operating Licence is valid for one year and must be renewed annually.

  • The Pleasure Vessel Operator Certificate of Competency is valid for five years and must be renewed thereafter.
